Importing Coconut Ingredients into the USA: FDA, USDA Organic and Customs Documentation

Econutrena has manufactured and exported coconut products from Sri Lanka for 35+ years under Jaindi Exports, holding BRC AA, IFS 92.74%, ISO 22000, USDA Organic, Halal, Kosher, Fair Trade and Rainforest Alliance certification.
Importing coconut ingredients into the USA requires four things: an FDA-registered foreign manufacturer, FDA low-acid canned food filings for canned and aseptic coconut milk and cream, a USDA NOP Import Certificate for every organic shipment, and a complete customs entry filed by the US importer. US food manufacturers, importers and distributors who choose a coconut supplier with these filings already in place avoid port holds, FDA detentions and lost organic status. Econutrena exports coconut milk, coconut cream, virgin coconut oil, coconut milk powder, creamed coconut and aseptic coconut products from Sri Lanka to the USA, certified to USDA Organic, BRC AA and IFS 92.74%. Ocean transit from Colombo to US ports takes 28–35 days.
Who Is Responsible for What: Exporter vs US Importer
US import compliance is split between the foreign manufacturer and the US importer of record. Most delays happen when each side assumes the other has handled a filing.
| Requirement | Exporter (Econutrena) | US importer |
|---|---|---|
| FDA Food Facility Registration | ✓ Registers the Sri Lanka factory | – |
| LACF registration (FCE) and process filing (SID) | ✓ For canned and aseptic products | Confirms numbers before ordering |
| Foreign Supplier Verification Program (FSVP) | Supplies audit reports, COAs and certificates | ✓ Legally responsible |
| FDA Prior Notice | Can file on importer's behalf | ✓ Usually filed by customs broker |
| Importer Security Filing (ISF 10+2) | Supplies shipment data | ✓ Filed 24 hours before loading |
| USDA NOP Import Certificate | ✓ Requested through the organic certifier | Checks it before entry |
| Customs entry and duty payment | – | ✓ Through a licensed customs broker |
FDA Requirements for Imported Coconut Products
Food Facility Registration
Every foreign facility that manufactures food for the US market must hold a current FDA Food Facility Registration and name a US agent. Registrations must be renewed between 1 October and 31 December of every even-numbered year, so 2026 is a renewal year. Ask your coconut supplier for its registration number and confirm it was renewed.
Low-Acid Canned Food (LACF) rules
Coconut milk and coconut cream are low-acid foods, with a pH above 4.6. When they are canned or aseptically packed, the manufacturer must hold an FDA Food Canning Establishment (FCE) number and file a Scheduled Process (SID) for each product and container size under 21 CFR Parts 108 and 113. Shipments without matching FCE and SID numbers are commonly detained at entry.
| Econutrena product | LACF filing needed? | Why |
|---|---|---|
| Canned coconut milk and cream | Yes | Low-acid, hermetically sealed, heat-processed |
| Aseptic coconut milk and cream (drums, IBC totes) | Yes | Aseptic processing is covered by 21 CFR 113 |
| Coconut milk powder | No | Low water activity, not a canned food |
| Virgin coconut oil | No | Fat product, no water phase |
| Creamed coconut | No | Solid, low water activity block |
US manufacturers moving from cans to bulk should confirm SID coverage for each format. Our aseptic coconut milk supplier page lists the drum and IBC formats available for US buyers.
FSVP: your obligation as the importer
Under the Food Safety Modernization Act (FSMA), the US importer must run a Foreign Supplier Verification Program for each supplier. In practice, this means holding a hazard analysis, a supplier approval record and verification evidence such as third-party audits. A BRC AA or IFS audit report, current COAs and certificate copies cover most of what an FSVP file needs.
Allergen labelling: coconut is no longer a tree nut
Since January 2025, FDA guidance no longer treats coconut as a tree nut for allergen labelling. Coconut must still appear by name in the ingredient list, but it does not need a "Contains: tree nuts" statement. This simplifies labels for private label coconut milk and products made with coconut ingredients.
USDA Organic: The NOP Import Certificate
Every organic coconut shipment entering the USA needs a USDA NOP Import Certificate, issued through the exporter's organic certifier. This has been mandatory since the Strengthening Organic Enforcement (SOE) rule took effect in March 2024. Without it, product cannot be sold as organic in the USA, even if the supplier holds USDA Organic certification.
- Certificate per shipment: one NOP Import Certificate is issued for each consignment, not once per year.
- Traceability: the certificate links the shipment to the certified operation, lot numbers and quantity.
- US importer certification: under SOE, most US businesses that buy, sell or handle organic product must also be certified.
Buyers sourcing USDA organic coconut cream bulk should request a sample NOP Import Certificate from a previous US shipment as part of supplier approval.

US Tariffs on Coconut Products from Sri Lanka
US import duty on Sri Lankan coconut products is made up of the normal tariff (MFN) rate for the product's HTS code plus any additional duties in force at the time of entry. Since 24 July 2026, most goods from Sri Lanka have carried an additional 10% US duty, with some products exempt. US tariff policy changed several times in 2025 and 2026, so ask your customs broker to confirm the current rate for each HTS code before you place an order.
Shipments are quoted FOB Colombo or CIF to your US port. On CIF terms, duty is still calculated and paid by the US importer.
